The Fact
A person can have no job and still be classified as not in the labor force rather than unemployed. Under the Current Population Survey, people without work generally must have actively looked for work during the prior 4 weeks and be available for work to be classified as unemployed, unless they are on temporary layoff awaiting recall.
What This Means
Jobless and unemployed are not the same statistical category. People who stop actively searching can move out of the official unemployment count even though they still do not have a job.
