The Fact
BLS states that CPI-U is designed to measure inflation for the U.S. urban population and may not accurately reflect people living in rural areas. It also does not produce official inflation rates for specific subgroups such as older Americans or income quintiles.
What This Means
“The inflation rate” is not a personalized price index for every demographic. A valid national statistic can still be the wrong instrument for answering what happened to a particular group’s cost structure.
