The Fact

Under the CPI framework for owner-occupied housing, home purchase prices and capital costs are not directly included as consumer-price items. BLS says mortgage interest, property taxes, real-estate fees, most maintenance, and improvement costs are outside the CPI's owner-housing consumption measure; homeowner shelter is represented through owners’ equivalent rent.

What This Means

A homeowner can experience a sharp rise in actual cash housing costs without those bills entering CPI one-for-one. CPI is measuring the price of housing services, not a homeowner’s monthly cash-flow statement.
